Surprising news story about Putin's recent visit to the Energomash facilities in Khimki, and the interesting way of freeing funds he has. Changing bureaucracy would seem a rather more effective way to make money flow (even if it's only in certain areas) rather than public scolding when in an institutional visit...

Never forget that Putin is ex-Soviet KGB.  His perceptional assumption is that the system and processes are both perfect.  Therefore it is the people that are the problem. 

To the Soviet mindset, public humiliation is a good way to reinforce an earlier private dressing down.  Intimidation, ruination and ultimately arrest and exile are the next sanctions on this lst.
