I believe that SpaceX has a number of "Built In Holds"(BIHs) like any other (E)ELVs in the countdown process.

Still in a hold, which is why you're not hearing the launch net. The T- time they gave would not add up with a 21:05 ZULU launch with a built in hold like this.

According to spaceflightnow.com "impact limit lines" are boundaries drawn by the Range around the launch pad area and the expected flight trajectory path.

The wind? The first stage comes down with parachutes and drifts a lot while doing that?
