US National Integrated Space development

NASA is doing this.  USAF doing that.  DARPA doing something else.
Intelligence agencies doing other things.  US needs an integrated,
collaborative Space Development system.
USAF  X-37B on a Atlas launcher
NASA CEV and ARES programs
DoD and DNI need space resources
        GPS, Comm, recon

Just imagine if USAF had 5 year gap in fighter/bomber aircraft?

What is wrong with the sharing of technology, launchers,
ground stations, comm systems?

Each agency need not have it's own stuff.

Is it time to integrate US Space development?

I think so.

Yes, they do.  They have very different requirements.
