Well of course they'll be charging for those certifications- that will be required by law---- anything to generate more revenue!

But actually, this reminds me of stories I heard from FAA friends who were seriously assigned to extensive studies back in the '70's to develop S.O.P's for rapid air traffic re-routing; in the event a Shuttle had to land at a commercial airport.   At that point in time, weekly shuttle launches were anticipated for the mid to late '80's.
