TASS at 0340 gmt Jan 30 says delay is now 'indefinite'. The State Commission will decide shortly.Excerpt: ""The reason of the delay is the faulty onboard equipment of the second stage of the rocket, which was exposed during pre-start checks," the official said adding fuel is being discharged from the booster."

They also mention that the rocket is old and this has contributed to the problem.

OK people.We have information:http://www.tesis.lebedev.ru/project_diary.htmlThey confirm that the first and the second stages of the rocket have worked. We don't have confirmation that the third stage has worked. The first radiosignal of the spacecraft should be received at 18:02 Moscow time. This means yet another 40 minutes of tense waiting.
According to Russian space officials, the Koronas-Foton spacecraft separated from the third stage of the launch vehicle at 17:14 Moscow Time, as planned.
as far as I know there are still 6 Tsyklon-2 available
You may also find this fact interseting - since this is the last Tsyklon-3 launch it's launch pad will be upgraded for Angara LVs.
I thought they were upgrading the old Soyuz pad. Didn't the Ukrainian space agency want to retain site 32 for the Tsyklon-4.
