Has that ever been considered, where they could take passengers in the payload bay?

Those would be pretty large seats!
Carrying crew in the payload bay has never been an option, as it's obviously needed for payloads. Plus that would mean a tunnel linking it with the main crew quaters and it would be dangerous as the crew would not all be in the same place in the event of an emergency and/or the crew needed to bail out for whatever reason. Also the shuttle dosen't need to carry anymore than 7 crew members, so it's unnecessary.

The lightbulb just came on - now I understand what the large stand with the rotating center section was built for a few months ago (you can see it at bottom in the Ch. 9 pic below). It's to flip the ELCs, since both sides need to be processed.
