According to anikīs schedule Spektr-R will be launched in 2010. What is the reason that the rocket is already in Baikonur?
Initial launch schedule was 2009.

If it is really a rocket for Spektr-R, then it is Zenit-2SB80 rocket, which can be used only with Fregat-SB upper stage, so not for commercial launches, but for launches of Elektro-L and Fobos-Grunt.

Ineresting: The rocket carries a kyrillic inscription "Зенит-3SLБ" (= Zenit-3SLB). Other commercial Zenits were labled in latin letters reading "Sea Launch" or "Land Launch"
Unlike Sea Launch, the launch campaign side of Land Launch is an all-Ukrainio-Russian show, as I understand it.

This is 100% correct name for this rocket. You will see it in all official documentation in russian. I believe "SL" means "Sea Launch" modification and it is always written using english characters. And russian "Б" (B) is a further modification for Baikonur (Land launch).
Зенит-3SLБ = 2SБ60 (from Yuzhnoe) + ДМ-SLБ (Block DM-SLB - from Energia). Block DM is used as a 3rd stage (hence number 3 in 3SLБ)
