• A few trusted sources are lisiting this as launch site 23 but that seems to be in error.

  I have never seem mention of 23 being upgraded for Proton-M

  That launch was from 81/24, because, according to Novosti kosmonavtiki magazine, 81/23 is on planned overhaul now.
