This NOTAM was not specifying an "airspace closure" but indicated that the airspace around KMHV was controlled (CDAS=class D airspace) at that time, earlier than usually 1400UTC

Does he mean 1 hour from the time of his post, or 1 hour from 7 am?

Presumably from the time of the post. Ignition is roughly 1hr 30m after launch, so that would make sense.

Very exciting! I was there too, at Mojave for the 1st SS1 flight into space.
