Sounds like a good plan to me! We know tax reductions DO work when they are done and the best thing Govt' can do to help economic expansion is to "get out of the way."
Unfortunately the "tax and spend" and "tax cuts are for the rich" crowd will go into a frenzy over anything like this. It also depends on who wins the upcoming elections.
It may take some innovative companies outside the US, perhaps HQ'd in tax shelters like Isle Of Man, to start the real investment in space.  
Financial stuff usually makes my eyes glaze over, but even I understand that lower taxes stimulate growth!!
