They must jettison the damaged orbiter before the LON orbiter can dock.
Can a second shuttle currently use PMA-3 for docking or is that not possible until Node 3 is added? Is there another reason two shuttles can't be docked at the same time (heat load, dynamics, etc.)?

It is not possible even after Node 3 is added. The clearances are not adequate, either orbiter-to-orbiter or orbiter-to-Soyuz on FGB.
Is there another reason two shuttles can't be docked at the same time (heat load, dynamics, etc.)?
Docked attitude control would be an issue. That condition is not analyzed and the control gains (on both the orbiters and ISS) are probably all wrong to deal with it.

The first orbiter would need to be undocked before it runs out of the power necessary to be safely deorbited (either for landing or disposal). Given the ISS CSCS duration (and the Launch-to-Launch capability with only one pad, one VAB high bay), that would happen well before a LON shuttle could be launched.

Not really. CSCS plans call for the consumables on the damaged orbiter to be depleted first. After that, the damaged orbiter is no longer a lifeboat in any meaningful sense - it is just dead weight, and an impediment to the rescue orbiter.

I had a planned trip to view STS-125 and take tours to view both shuttles on pads 39a and 39b.
KSC Visitor complex employee told me yesterday that after 9/13, there will be no more bus tours anywhere near the pads due to security concerns.

Yes; noted on the previous page of this thread -- for those who aren't scrolling back, you're missing out -- there's lots of useful information on previous pages of this and other threads.
(The rollout for 126 is hopefully going to just be a roll around from Pad B to Pad A sometime after 400 is not needed and Pad A is ready.)

Assuming this isn't closed as well, you can also pay $3 to get into Playalinda Beach. You get fairly close to Pad-B and you'll have a clear view of both shuttles on the pads (granted it's from behind, but you'll get a great, unobstructed view of the ET and SRBs). I was there few months ago and got some good pics of the the empty pads.
