  It is a digital GMT timetag that gets inserted by the orbiter's video switching unit. All the orbiter's built-in cameras use a common sync generator so that the timetag winds up in the vertical blank interval. External sources (e.g. the camcorder being used to shoot the flight deck video) don't use that sync generator, so the timetag winds up somewhere in the visible frame.
  
  The crew can turn off the timetag by selecting ASYNC mode on the VSU, but that turns off the timetag for all the video sources, and the crew often forgets to deselect it. So the ground doesn't bug them about it unless it's a PAO event.
