PSLV C21 (SPOT-6 and PROITERES - confirmed) to be launched on August 16 (local time)
Source: press release from Osaka Institute of Technology dated July 9, 2012 (in Japanese)
In April, Astrium was apparently told of a launch date of September 2012 for Spot 6 (

If the launch is achieved in August, it would be a rare case of ISRO bringing forward a launch date

PSLV-C21 to be launched some time after Aug-15 (India's Independence Day)
No links to provide as the news is not yet in media(will get them as and when available)
Also PSLV-C20(Saffire+SARAL+...) is also getting ready for launch on the other launch pad. Stacking operations have already begun.

C21 is planned in 2nd week of Sept now.
Refer link (As per the local news paper Eenadu in Telugu)
As per this, 2 new "rockets" are scheduled in September itself

One is C21 - confirmed but other is not mentioned; it must be GSAT-10 but not the C20 (I guess so; because although both C21 & C20 are getting ready on both launch pads in parallel, ISRO needs some 2-4 weeks time for C20 launch, after C21!)
And M2 is planned is November!
Here might be the sequence :
1. C21 - Sept 2nd week
2. GSAT-10 - Sept (from Arian)
3. C20 - Oct
4. GSAT 14 (M2) - Nov
