According to this article:
India to ferry heaviest foreign satellite in August
the co-passenger with Spot-6 on PSLV C21 in August will be a Japanese microsatellite (15kg)
(maybe PROITERES which has a launch mass of 15 kg?)
Maybe it means TSUBAME (launch mass about 50 kg) from Matunaga Laboratories.
Well, the referenced article says: "a small Japanese satellite weighing around 15 kg"

I am not confident about this. Going by ISRO's track record, I think this is not feasible.

Atleast one launch will fall prey in this schedule. Per my sources, ISRO is going on a fast pace with SPOT-6 launch...The launch campaign is to start very soon...But they still will not have launch pads vacant for this schedule...unless they use the second VAB (Vehicle Assembly Building) in the second launch pad (second launch pad has 2 VABs)...Expect them to close the year with 3 PSLV launches like last year

There are 3 tests: cryo test in vacuum facility to simulate high altitude operation, vehicle endurance test for 1000sec and third that I am not aware of.
ISRO this year commissioned its vacuum facility. The indigenous cryo engine used in the previous flight was not vacuum tested

The Times of India reported to-day that the Indian Navy future geostationary satellite [GSAT-7?] "
has already been shipped out for its launch that will take place within a month or so."
The launcher has not been specified.

The space agency plans to have the cryogenic engine and stage ready by October for the launch of GSLV D5 in December. An experimental flight of GSLV Mark III (without the active cryogenic stage), for launching communication satellites of 4 tonne (compared to GSLV’s 2.2 tonne capacity), is scheduled for the second quarter of 2013.

Currently, a launch blocks the launch pad for 60 days. With the third launch pad, ISRO is hoping to reduce the gap to 30 days. We need more frequent PSLV launches that will boost commercial activities.

Rather contradictory those two reports, fairly obvious that there is still a lot of indecision on the matter, makes me think that it will be the later date rather than the earlier one that they eventually go with.
