yes, i think there's some problem with cartosat-2....
It is quite possible that my guess may be wrong ... Hornbill has given links indicating that the Cartosat-2 has been operationalized.

i dont think that pslv in a core alone configuration can carry two satellites of that weight...(pslv c10 is core alone configuration)
cartosat-2a is 1110kg according to domain-b.com and add on that 500kg polaris...it will be impossible...unless a standard configuration is used(pslv c6 took around 1600kg)

maximum load of pslv-ca is 600kg...
so cartosat-2a cannot fly this time...
AS FAR AS THE ISRAELI LINK...I GUESS THAT CARTOSAT-2A IS TECHSAR'S CLONE...AS IT HAS THAT "SYNTHETIC APERTURE RADAR" [SAR] ....THIS IS JUST A GUESS...

Is it possible for a rocket to steer about 45deg while rising from 550 Kms to 635 Kms?

No, the delta-v is much to high for PSLVs 4th stage
Yes, the double launch structure has been used with the Cartosat-2, showing that a satellit of this class can use the PSLV-double-launch structure and it has also been used with AGILE on a PSLV-CA. So there is no reason, which would prevent the use this time (except payload mass).

The Space Calendar, India will launch the
PW-Sat (in Polish) in January! This is a picosat so it is possible that the actual launch will be latter toghether with other small sats and a bigger one (maybe with OceanSat-2).

PW-Sat is a 1kg cubesat and will be piggyback on an other launch. Therfore it should not be listed as a PSLV launch of its own.
The OceanSat-2 launch is a likely candidate for launching PW-Sat, but i have not heared anything about a launch contract.
The NASA Space Calendar lists also a number of other PSLV Piggy-back payloads (Anusat, X-Sat) as PSLV-launches of their own, so we should be careful take the information from SC as a completely reliable source.
