Surely what is needed is a thorough review of all processes and practices rather than a treatment of the GSLV failure by itself. There are systemic issues that must be addressed, just as there were in NASA leading to the Columbia disaster.

There is also, I believe a tech demo launch of the Reusable Launch Vehicle (RLV-TD) expected to take place in 2011-12. With no GSLV launches expected in 2011, this seems more probable now.
I believe in its first flight, it hopes to fly as a second or third stage on top of a S-139 first stage. This is in its TSTO configuration.
There is also, I believe a tech demo launch of the Reusable Launch Vehicle (RLV-TD) expected to take place in 2011-12. With no GSLV launches expected in 2011, this seems more probable now.

The space agency has also decided to turn to the tried and tested Arianespace for the twin launches scheduled for March and December this year.
"We are going to launch GSAT-8 and GSAT-10 this year. These two satellites will reduce the scarcity of transponders and help us reduce the backlog,
So, that looks like a March launch for GSAT-8 and a December launch for GSAT-10.
He said another communication satellite GSAT-12 will also be launched using a PSLV rocket sometime in the middle of the year.
This would likely mean April-May time line.
ISRO is also developing its own cryogenic engine and ground tests for the same have been planned for this year.
Perhaps relating to a few ground static tests this year.
