Do you have any idea how high this went? Scramjet test, so even though a big sounding rocket, may have had a very low apogee. No details of rocket diameter, size, mass as far as I can see.
OK, found some info. Mass 3050 kg launch, apogee 46 km (so didn't reach space) and length 10.3m. No diameter given. Photos appear consistent with the 0.56m dia of the RH-560. Looks like they stacked two RH-560 first stages together, making something that is pretty much a clone of the old French 'Eridan' sounding rocket.

There are problems with both the GSLV booster and the GSAT-4 spacecraft. The cryogenic engines are not developing enough thrust and there are problems with the electronics of 2 payloads. They are opening the spacecraft up so the final vibration will not happen until the end of Jan which puts the launch in late Feb, at the earliest. They may also have to remove one payload to get the weight down.

Anything new or same problems? The Russians had come for consultation and had many questions about the procedure, which is not what they had recommended. Apparently the Russians also offered their cryogenic engines again, but a huge cost.

If self-sufficiency has to be attained then we should not go for Russian cryogenic engine. I think Indian version of cryo is ready but of lesser capacity. This can be enhanced in near future

ISRO says it was just a "command line leak" - I'm not sure what a "command line" is. I thought commands come across wires, and not hoses or pipes.
What kind of "command line" works hydraulically or pneumatically?
Any rocket scientists in the house, here?
