Impatience does build up with the long wait. however, it is important to get it right. so it does not matter even if its delayed even one year... coz it's an important milestone. any negative publicity can adversely affect india's space market operations.
I agree that it is important to get it right. My problem is with the lack of transparency. GSAT-4 was ready to ship to the launch site when the GSLV problems came to light and, even now, there is no acknowledgment that there is a problem.
u r right. indian institutions do not have the best of records as far as transparency goes. there definitely are areas where they could be more open without compromising on security. but it is typical bureaucratic approach that prevails.

One can argue that lack of transparency is driven by negative media reaction. Indian media is prone to hyperbole, so even acknowledging a problem could lead to a lot of negative publicity. So maybe ISRO doesnt have a choice here.

INSAT-3D will fly on GSLV and may be launched in 2010 end/2011 pending outcome of GSLV D3 launch.

GSLV D3 and its satellite are in Sriharikota. The news reports in my previous post confirm the delay and its cause. ISRO has put this out.

Please note that GSLV D3 has a C15 third stage unlike GSLV MkI which used Russian C12.5
This accounts for increase in payload capacity from 2 to 2.5 tonnes.
Also note there's no SRE-2 in Cartosat-2B mission.

But my understanding is that the satellite was ready and could have been launched. It was heading for final vibration when the booster issues were discovered. They then decided to fix a couple of hardware issues.

What happened to PSLV-C16 with SRE-2 in 2010?
http://www.isro.org/pdf/OutcomeBudget2009-2010.pdf
They say SRE-2 will be launched in 2010-2011, this means up to March 31, 2011.
Anyone has access to the annex, which is announced in the table of contents, but not in this pdf: "Annexure Major Indian Space Missions – 2002-2011"?

They are so panicky because of the booster issue that they are starting to throw passengers out to have a wider mass margin. TAUVEX is a candidate for removal.

As per GUNTER's space page the weight is 2150 kg...GSLV MKI has itself lifted this weight...there must be some improvement in capacity with the new C15 engine.
If TAUVEX is removed...that will indeed be very bad....first because this instrument has waited so long to be launched...and secondly this will impact our future deals with Israel...especially the upcoming tecsar-2 and OPSAT launches.
I think ISRO should not try so many changes in one launch. First the vehicle itself is new...the satellite uses ion trusters...add to that
Hope all goes well

A image of Studsat and a link on some upcoming nano satellites.
http://indianspacestation.com/student-initiative/102-studsat.htmlhttp://www.teamstudsat.com/India has seen a flurry of nano/small satellite launch announcements.I have talked with some of the students involved on orkut. Looks like ISRO is actively involved. Here are some of the them.
STUDSAT - A group of 7 engineering colleges in Hyderabad and Bangalore.
JUGNU - IIT Kaunpur
PRATHAM - IIT Mumbai
VITSAT - VIT University
SRMSAT - SRM University
Of these the first 3 are in advance stage of development. STUDSAT as we all know by now will fly in MARCH. Jugnu may fly in the next PSLV.
(You can see some of them in the link above)
