I am sorry, is SRE-2 and Cartosat both part of the same PSLV mission?
So far PSLV mission have been carrying one main payload and a whole bunch of piggy pack payloads, as I understand it, SRE and Cartosat are both main payloads.
Someone please clarify.

The assembly of the 2nd stage liquid engine is under progress as of Oct 27.

We cannot rule out a Dec launch. Anyways I am a little skeptical of this. Many a time ISRO officials have stressed in the media that the launch would be in December.
One more thing I would like to point out is the cryogenic stage is the last and final stage and is moved to the pad only when the launch is scheduled...Just because cryo stage is not stacked up there, we cannot rule out a launch...They have one full month to prepare...The whole of November....Cryo stage has arrived in SHAR.
ISRO plans to speed up things and we can expect them to close their year which ends in April-2010 with atleast 5 launches

How much weight can GSLV MK II carry?
I believe MK III can carry 4 tones.
How does this compare with US, Arian, Chinese, Russian and Japanese capabilities.

MKII rating is the same as MKI that is 2,500kg. The only diff is the indigenous cryogenic engine for the terminal stage. Still, it is a major leap for India because the it means mastering the technologies for developing much heavier launch vehicles. Another advantage expected is that this indigenous engine would have better thrust than the Russian engines used for GSLV launches till now. ISRO always faced the problem of the satellites being delivered to lower than the optimum geosynchornous transfer orbit necessitating more complex manoeuvres consuming precious satellite fuel. This resulted it reduced life of satellites on the geosynchronous orbit.

I think ISRO will be able to finish GSLV D3 & C15 by next Quarter (March '10)...
