Are the Gagan payloads free flying, or are they systems built into the GSATs?

The Gagan payloads are not free flying, they will be part of GSAT-4/GSAT-8/GSAT-9 's payloads (similar to EGNOS or WAAS payloads integrated on various satellites in other regions)
On the same subject, Tauvex-II is not free flying either. It is composed of 2 boxes (electronic unit and optical unit) sitting on a plate mounted on the East Panel of GSAT-4.

ISRO has released it's new mission profile in the 2008-09 Annual Report (As always I am confident that ISRO will not keep up to the schedule)

Interestingly, there is no PSLV C13 on that schedule.

Does any one know the reason for these delays...?
what about the oceansat-2 satellite...is it ready?
Is that date (Sep 5) the latest one...?
At this rate of launches...isro is just spoiling whatever name it has gained over the last few years.
If someone can...Please shoot a letter to isro public relations office

ISRO has released it's new mission profile in the 2008-09 Annual Report (As always I am confident that ISRO will not keep up to the schedule)
This
mission profile is not uptodate. It looks like it has been drawn some months ago: Chandrayaan-2 is still marked for a launch in FY2011 (now planned for 2013), GSAT-7 and GSAT-11 are missing (while the latter has been approved recently).
This mission profile also implies that SRE-2 would not be launched with Cartosat-2B, neither Youthsat with Resourcesat-2.

I am not sure why ISRO wants to break up there schedule like 2008-2009, 2009-2020 etc. Very confusing.
Why not just schedule it as 2008,2009,2010 etc.

I don't know how it is in other countries...I guess it is the same....
Every financial year starts from April of a year and ends by March of the next year...so when ISRO says 2008-2009, it means April 2008 to March 2009. Even ISRO's annual reports use this timeline.

1. ISRO's schedule is very tight with the current work force they have. It has got many budget allotments; but very tough to finish according to the schedule. Then 1 question comes: why they have to give unrealistic schedule - Just to impress the politicians to get more funds; to impress public & press by showing the launch-rich schedule as the public & press always feel very great about ISRO's activities because India is a growing country & never has any presence in such highly technical capable areas.
2. As most of you aware, in India, most of the govt organizations work in this manner only. Lack of monitoring from higher level (here govt) makes most of these organizations to work in very slow pace. One more reason is: Lack of responsibility from the organizations. But ISRO doesn't come under this category completely but up to some extent. If you compare ISRO's activities & performance with DRDO's, ISRO is much better.
By the way, Sept 5 is announced by Nair (published by a regional news paper). Hope it holds good :-)
Being indirectly associated with ISRO...I cannot accept even a word of negative statements about ISRO. I honour it and its men.
Well, I accept part of the problem is with the workforce. Many of them are new and run away to better jobs in the non-government sectors after a few years. What ISRO needs is a dedicated workforce who are willing to give their best...(On a lighter note, I wish we were like the chinese...forced people to work or else face punishment)
But in this case I don't think manpower is the problem...Atleast in SHAR, many PS1 stage motors are rusting...just waiting to get launched!! Anyways I will post any information I gather around.

In the ISRO mission profile just published, Glonass N1 and Glonass N2, which were included in last year mission profile for GSLV launches, have apparently disappeared.

In
this article, the ISRO Chairman confirms that there will only be two more launches in 2009:
We have already launched two satellites this year [ie Risat-2 & Anusat] and two more, Oceansat and GSAT-4, are due by this year-end."

India has just approved the development of GSAT-10. It will replace Insat-2E & Insat-3B and will include a Gagan (GPS augmentation) backup payload.
To be launched NET 2011.
