Is there flexibility in PSLV? Can C15 and C16 swap if need be?

ISRO has done this...I think those names can be altered. But what happens in many cases is that because of lack of information or small amount of info made available to the media...We tend to get confused with the names.
Consider the case of RISAT-1/2...there was confusion till the fag end...even now...wikipedia shows "C13" name not being used bcoz of "fear of the number 13"...but RISAT-1 will fly on C13...may be next year...(another example...GSLV F04 was launched...F03 not yet launched yet)
ISRO kind of behaves like the chinese, when it comes to information. I wish they had a site like "ariane space"...I wish I could convey this to them at the highest level. [

I'm assuming that India will launch it (Japan don't have anything scheduled around that time, and couldn't call up an H-IIA that quickly, and it seems unlikely that they would be able to get a launch contract with another country in that time).
SRE-II?
Yes! It is SRE-2. It is should be launched in October with RISAT-1, because there there no other launch to that 600 km SSO except RISAT-1. I'm not sure if PSLV can lift all that weight. Still, it's supposed to be launched by the end of this year for a week long mission.
It is out of Rs 100 crore sanctioned last year for preliminary studies on Human Spaceflight Programme.

It SRE-2 has to go this year there seems 2 possible options:
1. Go with Cardosat-2B (as mentioned in Reply #383)
2. With CA version alone
Risat-1 + SRE-2 weighs more than 2000kg so exceeds the XL version capability, I believe.

We could then expect the following schedule for the next three ISRO launches:
-August: Oceansat-2 + piggybacks PSLV
-September: Resourcesat-2 + Youthsat PSLV
-October: GSAT-4 + Tauvex GSLV-MKII
