yes, i do expect a delay....if they were serious enough in launching it on april 9th ....they should have started stacking it by now...
moreover GSLV D3 is also on the cards soon...and will fly only when PSLV c9 and chandrayaan-1 leave(PSLV-C11 possibly)

Mumbai: The much-awaited Indian moon mission, “Chandrayaan-1,’’ which was originally slated for lift off on April 9,2008, from the Satish Dhawan Space Centre, Sriharikota, has been tentatively postponed to June or July, because of technical reasons, project director, Mylaswamy Annadurai, stated.
Speaking to TOI on Tuesday from Bangalore, Annadurai explained that a number of issues relating to the integration of the scientific payloads with the main lunar orbiter have yet to be sorted out. “This has caused the nearly two-and-ahalf month delay,’’ he said.
The man who has been entrusted with the challenging task of taking India to the moon said that of the 11 scientific payloads — five Indian and six foreign — four of the international payloads have already been integrated into the orbiter.
“The remaining seven are now in an advanced stage of integration, and the process will be completed by the end of March,’’ Annadurai said.
Annadurai said that two foreign payloads, one from the United Kingdom and the other from Sweden,have yet to arrive. “There has been some delay,’’ he said. In addition an Indian payload known as the Moon Impact Probe (MIP) which will detach from the orbiter and crash land on the lunar surface is still getting ready.
The idea of having Moon Impact Probe was suggested by none other than APJ Abdul Kalam during an international lunar conference in Udaipur in November 2004. The probe is being developed by the Vikram Sarabhai Space Centre at Thiruvanathanapuram.
Annadurai said that the next launch date should conform to all the mission parameters. “This is the reason why the June-July period should be okay keeping in view the position of the moon and it should be ideal for retargetting,’’ he said. If the lift off is in June then the launch campaign will begin in the middle of May.
He said that on February 18, 19 and 20 a meeting has been convened in Bangalore of all the principal scientific investigators to review the position and hopefully firm up the next launch schedule.
Other Indian Space Research Ornisation (Isro) officials told TOI that in a major mission like flying to the moon, such delays were inevitable.
They cited the example of the Japanese moon mission,”Selene,’’ which was originally scheduled to take off in August 2007, but was launched a month later.
Similarly, the launch of the Chinese moon mission, “Change’e-1,’’ was delayed by six months from April 2007 to October 2007 on account of technical reasons.
Meanwhile, Indian Space Research Organisation will be launching an advanced mapping satellite, “Cartosat-2a from Sriharikota. Hectic preparations were currently underway for this mission, an space agency official said.

Delfi satellite's status page gives the PSLV-C9 date as April 21-30.

According to Russian media agency RIA Novosti, the launch of the Russian-Indian student satellite YouthSat together with Oceansat-2 by PSLV rocket is scheduled in the end of 2008 - beginning of 2009.
