(a) Yes Sir, the target for the fiscal year 2020-21 is 10 earth observation satellites.
(b) Yes Sir, the target for the fiscal year 2020-21 is 36 missions including satellites and launch vehicles. Details of the missions are as follow:

• Communication satellite 3
• Navigation satellite 2
• Space science satellite 3
• Technology Demonstration 1
• PSLV 10

(a) Yes Sir, first unmanned test flight is scheduled ahead of crewed Gaganyaan mission.
(b) Yes, Sir. ISRO is targeting to complete the 100th Mission of Polar Satellite Launch Vehicle (PSLV) by 2024 with 10-12 PSLV launches per year.
(c) & (d)
As of now, ISRO has planned 10 missions of PSLV in 2020, which include the launch of 8 earth observation satellites [RISAT-2BR2, RISAT-1A, Oceansat-3, RISAT-2A, HRSAT (3 Nos.), CARTOSAT-3A], 1 communication satellite [GSAT-12R] & 2 Space Science satellites [Aditya-L1, XPosat] and one dedicated commercial mission.

I'm not really sure where to post this since the entire question is what rocket this might be flying on, but there have been a couple recent filings for ground stations to support the early operations of two Blacksky sats NET June 22. Would that be the already known SSLV flight with just two sats instead of four, or a different launch altogether?

Schedule of upcoming mission milestones: Loft Orbital has contracted Spaceflight Services to broker the YAM-2 launch. Spaceflight’s most recent manifest indicates a launch window of September 1, 2020 – September 30, 2020.
Mission Overview: The YAM-2 satellite will be launched into a sun-synchronous, Low Earth Orbit (LEO). The satellite bus will use reaction wheels, magnetic torque coils, a star tracker, magnetometers, sun sensors, and an inertial measurement unit to enable precision 3-axis pointing without the use of propellant.
Launch Vehicle and Launch Site: YAM-2: Polar Satellite Launch Vehicle, Operated by the Indian Space Research Organization. The launch site is the Satish Dhawan Space Centre in Srihrikota, India. The PSLV launch vehicle will transport multiple mission payloads to orbit.
YAM-2 will be deployed into an approximately sun synchronous circular LEO. Once the final stage has burned out, the primary payloads will be dispensed. After the primary payloads are clear, the secondary payload will separate. YAM-2 will deploy one solar panel once deployed from the MkII Motorized Light Band (MLB) deployer. The spacecraft is expected to be deployed with the following orbital parameters:
Highest Apogee: 550 km
Highest Perigee: 550 km
Target Inclination: 97.5° ± 0.3°
