"Following that the rocket will be brought down further to 485 km where the fourth stage will turn into a payload platform carrying three experimental payloads -- one developed by the students of Indian Institute of Space Science and Technology, besides ISRO's own technology demonstrator and a Hamsat," Mr Sivan said.

On January 24, the ISRO flew a PSLV with two strap-on motors while in March it will have four strap-on motors.

Chandrayaan-2 launch campaign has nothing to do with PSLV-C45 launch. Unless any problem surfaces at the last moment, Chandrayaan-2 is scheduled to be launched by April end as it has been confirmed by ISRO Chairman.
On the reason for delay of PSLV-C45 launch, Isro chairman K Sivan told TOI on March 4 that it is based on internal system readiness and other technical factors. "This PSLV-C45 is the first three-orbit mission of ISRO and the first to use solar panel in rocket fourth stage (PS4). Aim is to ensure system readiness for a perfect launch, so the delay. Now the launch is set for April 1," Sivan said. Second moon mission Chandrayaan-2 on board GSLV-MK III rocket is planned for launch by April end, he said.

PSLV C45 launch campaign has been moved to the second launch pad the same pad which GSLV Mk-3 M1/Chandraayan-2 is going to launch from. Given the turn around time that will be needed between the two launches it is possible Chandraayan-2 launch might slip into may.

PSLV C45 launch campaign has been moved to the second launch pad the same pad which GSLV Mk-3 M1/Chandraayan-2 is going to launch from. Given the turn around time that will be needed between the two launches it is possible Chandraayan-2 launch might slip into may.
PSLV C45 is tentatively scheduled for launch on 1 April 2019, 0927 IST / 0357 UTC from First Launch Pad (telugu):

True, but another example of keeping a relatively low profile launch campaign, was the GSLV Mark 3 D2 launch on Nov 14/2018. The mission was mentioned here and there, but really only displayed and confirmed( or am I sorely mistaken) on the ISRO website a few days before the launch. They must have had their reasons. Anyway, let's hope Chandrayaan-2 keeps to schedule.
