Prime Minister Narendra Modi’s pet South Asian satellite project, meanwhile, will take off in March.
The South Asian satellite will be a part of GSAT-9, which will be launched in March this year, M. Nageshwara Rao, Associate Director of ISRO said.

So, SouthAsiaSat will be indeed another name for GSAT-9.
But how would they do it in March if GSLV-III/GSAT-19 has the SLP booked till that month? Either the GSLV-III would have to launch by Feb, or they would need to use FLP to launch GSLV/GSAT-9, something that they haven't done in a long time. Or, either GSAT-19 or GSAT-9 will have to wait longer.

Andrews: What we need to know is that they are not going below U.S. prices. I mean, if they were dumping it would have to be under some reference.
So you launch in May and then in July on PSLV?
Andrews: Yes, and then a launch in September.
