As stated in this article, the next launch will be Resourcesat-2A in November-2016
But in his speech, the chairman said about the assembly of LVM3, but didn't mention about the next PSLV or the Resourcesat. Can ISRO move up the schedule to launch another PSLV this year?
The SLP is blocked for the LVM3 launch till the end of the year. But it might be possible for them to get the FLP back up in a couple of months for another PSLV launch.
If the LVM3 mission schedule were to slip, it may be better to use the pad and resources to launch the Resourcesat. ISRO flew 6 missions in first 9 months, and the next one may take at least a gap of 3 months, if both LVM3 and Resourcesat were to fall out of schedule because of one another.
The last time they launched LVM3-X mission, the SLP and its VAB was blocked for many months due to the need to do many tests during its assembly. Since this is a development flight, I guess it would be the same case this time too.

Thank you for catching and identifying these statements. In the first linked video, I did catch his statement, several seconds later, that the hardware for the next 2 PSLV launches was to be delivered "tomorrow."

ISRO to Launch PM Modi's Ambitious SAARC Satellite in March Next YearThiruvananthapuram: India's ambitious South Asian satellite, proposed by Prime Minister Narendra Modi for the benefit of SAARC members, will be launched in March next year, ISRO Chairman A S Kiran Kumar said on Tuesday.
The satellite was originally scheduled for launch in December this year.

Japanese team sharing ride with Indus

Two of the teams competing in the Google Lunar X Prize competition have agreed to share a ride to the Moon next year. The Japanese team, HAKUTO, announced today that Indian group Team Indus will carry its four-wheeled lunar rover to the Moon’s surface. Team Indus announced this month that its spacecraft — a lunar lander and rover combo — is slated to ride on a PSLV rocket, a proven vehicle developed by the Indian Space Research Organization. HAKUTO’s rover will ride to space on the lander Team Indus is developing.
“THIS IS A GREAT DEMONSTRATION OF TEAMS COMING TOGETHER.”
The ride-share agreement and launch contracts have been officially verified by X Prize, which means HAKUTO can move forward in the competition. “We’re proud to verify HAKUTO’s launch agreement and are pleased to see two Google Lunar X Prize teams collaborating on this mission to the Moon,” Chanda Gonzales-Mowrer, a senior director at Google Lunar X Prize, said in a statement. “The purpose of this prize was, in part, to foster collaboration in the private sector and this is a great demonstration of teams coming together in the next giant leap in space exploration.”
