A little be confused. When did reference to GSLV-D9 appear? Notice the change in the schedule, but not sure why?
Annual Reports and Outcome Budgets for ISRO refer to a GSLV-F08.
Reference to GSLV D9 appeared in April 2015, may have to be checked again

During the post-launch talk by top ISRO officials. SDSC SHAR director talked of "double-digit" missions. Considering they have completed 7, in order to make it double digit , there are atleast 3 more missions
I am not sure but this may mean ,
PSLV-SCATSAT mission - Sep-end/Oct-begin
PSLV-RESOURCESAT-2A mission - End-Nov
LVM3-D1 mission - Dec
But, it can also mean ,
PSLV-SCATSAT mission - Sep-end/Oct-begin
GSAT-18/Ariane

SouthAsiaSat and GSAT-9 are seperate missions not the same. SouthAsiaSat is currently set for march 2017 launch while gsat-9 will be launched sometime in 2018.

The first of the two Planeti-Q satellites may be on the Resourcesat-2A mission. Planeti-Q website gives a time frame of fall2016 to January 2017.

In the post PSLV C-23 launch speeches PM narendra modi requested ISRO to develop a satelite for SAARC nations. Apart from that not much is known about SouthAsiaSat except that it is a approved program. GSAT-9 is actually supposed to be a replacement for INSAT-4CR which is why i suggest that southAsiaSat and GSAT-9 are seperate missions. However i could be wrong time will tell i guess.

GSAT-11 to be launched in early 2017GSAT-11, India’s advanced and heaviest communication spacecraft to date at 5,700 kg, is to be launched early next year on the European Ariane launch vehicle
M. Annadurai, Director of ISRO Satellite Centre or ISAC, Bengaluru, said, “The satellite is getting integrated [at ISAC.]. We are targeting the first quarter of 2017 for its launch.” This would be the first spacecraft to be integrated on ISRO’s new i-6k platform, he told The Hindu.

But in his speech, the chairman said about the assembly of LVM3, but didn't mention about the next PSLV or the Resourcesat. Can ISRO move up the schedule to launch another PSLV this year?
The SLP is blocked for the LVM3 launch till the end of the year. But it might be possible for them to get the FLP back up in a couple of months for another PSLV launch.

If the LVM3 mission schedule were to slip, it may be better to use the pad and resources to launch the Resourcesat. ISRO flew 6 missions in first 9 months, and the next one may take at least a gap of 3 months, if both LVM3 and Resourcesat were to fall out of schedule because of one another.
