On the target later in the year is GSAT-11, which would be the heaviest Indian satellite at four to five tonnes and packing many more transponders than normal; the biggest so far was about 3.1 tonnes. Also planned to be tested is a matching launcher to lift spacecraft like it to space: the GSLV-Mark III heavy-lifter with a limited version satellite, Mr. Kumar told The Hindu .
After a gap of about three years, a host of functional Earth observation (EO or remote-sensing) satellites is lined up.
Of these Cartosat-2C would sharpen the present imagery resolution from 0.8 metres to 0.6 metres and is aimed for the first half.A new EO version called Scatsat is planned, besides continuity missions Resourcesat-2A, Oceansat-3 series; and Insat-3DR (on a GSLV), a replacement Met sat.
Over the next two years, the ISRO planned to do eight to nine missions a year with six PSLV and two GSLV launches. Additionally there could be at least one fully commercial PSLV launch meant only for foreign satellites; this year, it did two fully commercial launches - in July and December

VSSC Director Dr K Sivan said that some of the components had to be re-assembled. "If things go as planned, we can launch the mission in the first week of February. Otherwise, the test will be conducted in the first week of April,"
IRNSS satellites - which will complete the seven-satellite Indian Regional Navigational Satellite System - by March 31. The first of the three is to be launched on January 20, and the remaining two in March using the Polar Satellite Launch Vehicle (PSLV).

My dumb interpretation..GSAT-11 is huge one they won't risk it on D1 flight.

DOS/ISRO has fast-tracked the realization and launch of GSAT-11 communication satellite. GSAT-11 is an advanced communication satellite with Ku and Ka Band communication payload capable of providing upto 10 Gbps throughput. With such capacity, this satellite is expected to provide high bandwidth data connectivity for rural India as envisaged under Digital India. Satellite structure is already realized and payload fabrication is in progress. Initiatives have been taken to accelerate the development and realization of other critical subsystems of thesatellite. The satellite is targeted for launch in the year 2017.

That agrees with this article on GHGSat-D riding a PSLV in April.
On Wednesday, a Montreal company called GHGSat announced that its nanosatellite, nicknamed CLAIRE, has passed its final tests, and will launch on an Indian Polar launch vehicle in April 2016.

Excerpt from Annual Report 2014-15:
Resourcesat-2A: It is a follow on mission to Resourcesat-2, and intended to provide continuity of data to the users. The configuration is similar to Resourcesat-2 having three-tier imaging capability, with a unique combination of payloads consisting of three solid-state cameras, namely, a high resolution Linear Imaging Self Scanning Sensor – LISS-IV, a medium resolution Linear Imaging Self Scanning Sensor – LISS-III and an Advanced Wide Field Sensor (AWiFS).
The spacecraft mass is around 1200 kg with a mission life of 5 years. The satellite will be placed in Sun Synchronous Polar Orbit (SSPO) of 817 Km altitude with an inclination of 98.69 deg. The spacecraft is scheduled for launch during 2016 onboard PSLV.
SCATSAT-1: It is a continuity mission for Oceansat-2 Scatterometer to provide continuity of data required for weather forecasting services, generate wind vector products for weather forecasting, cyclone detection and tracking services to the users. The spacecraft carries Ku-band Scatterometer similar to the payload flown onboard Oceansat-2.
The spacecraft is built around standard IMS- 2 Bus and the mass of the spacecraft is 370 Kg. The spacecraft will be put in SSPO orbit of 720 km altitude with an inclination of 98.27 deg by PSLV. The mission life of the satellite is 5 Years.
