"We are also planning to launch three IRNSS satellites by December 2015, February 2016 and March 2016," he said.
So IRNSS 1E is there still.
You won't have PSLV-C29 and -C31 launched in the same month

PSLV C30 is getting ready for Astrosat launch in September on First Launch Pad (FLP)
Second Launch Pad (SLP) is vacant and I suppose they will start stacking for PSLV C29 TeLeos-1 mission ! They still have 3 months before the end of year for IRNSS-1E mission from FLP !
This is considering that the launch pads are not occupied by RLV-TD. I am not hopeful about any mission this year.

I assume they meant "before the end of 2016"

Are the next few PSLV launches (TeLEOS, IRNSS-1E, IRNSS-1F) all launching from the FLP, or will any of these use the SLP?

Integration usually takes 3-4 months(33 days for GSLV D6 was an exception not norm) but pad turnaround is just about a week and half. So I guess they need to use both pads.
