Confirmation of the 4 launches planned for 2015
In March, ISRO will have the first flight of this year: a Polar Satellite Launch Vehicle (PSLV) will put in orbit IRNSS 1-D, the fourth navigation satellite that is part of a constellation of seven satellites supposed to provide indigenous capability in this strategic area.
Later this year, it will put the country's first astronomy satellite (Astrosat) in orbit, providing a broad spectrum of instruments for the astronomy community. In between, PSLV will also have a commercial launch, and the Geosynchronous Launch Vehicle (GSLV) Mark II go up one more time, putting GSAT-6 into orbit.

On future launches to be taken up by ISRO, [the ISRO chairman] said "immediately following this launch (today's launch), we have another PSLV which is getting ready. It is a commercial launch.
"Then we have the GSLV-Mark II, the Astrosat and later we will have the GSAT-15 (from French Guyana) which is going to enhance our communication transponders capacity. Then we will have the 1E, 1F and 1G of IRNSS..", he said.

Concerning a dedicated launch for TeLEOS-1, the recently published list of missions by ISRO does not show a second commercial launch in 2015-16 (the one mentionned is presumably for the DMC3s)
The people at BST (Berlin Space Technologies), who are building the Kent Ridge-1 satellite (co-passenger on the TeLEOS launch), told me, that the TeLEOS-1 launch is scheduled for December 2015.
As the only other commercial payload in the ISRO schedule is shown for 2016, i will try to find out, if TeLEOS moved forward and AstroSat back.
