Great news if this is not only publicity! Laplace looks quite costly though... I wonder if ESA would go ahead with two missions, one cooperative with NASA and other with RSA, or would choose to give more funds to one particular mission. (Or not cooperate with NASA, but that's probably quite unlikely)

LaPlace requires an RTF, Russia could provide that and of course other parts of the mission. If Roskosmos would be an equal partner, ESA might just as well be able to go with another large mission together with NASA.
