At 5:30 a.m. EDT on June 20, 2019, a Terrier-Improved Orion sounding rocket launched from Wallops Island, Virginia. The rocket carried student experiments to 73 miles in altitude.

There was a suborbital Chinese launch on June 17.
There was a student payload on board named Fangzhou-1 (Ark-1). The development of the experiment was supported by Beijing Hangke Ark Space Technology Co., Ltd..
The sounding-rocket was probably a TY-4B. The launch site was not identified.

I downloaded and played the initial launch in frame by frame and it similar to the CZ-11H launch but in super fast time. When the vehicle own engine starts it just jumps to the sky (and that's an understatement).

The video has been edited, frames showing the complete missile have been simply cut out. Watch the flames/smoke, they just pop in or out of existence at the cut.

The Arrow 3 video shows different views of what appears to be a single Arrow-3 launch, but the press releases mention interceptions of multiple targets.
How many Arrow-3 were actually launched and where were those targets coming from? No launch reported from Vandenberg or Kauai? Kwajalein seems pretty far from Kodiak.

My guess, but it's just a guess, is that these were air-launched MRBM, with a plane taking off from
Hawaii and launching over the ocean
