Strange, they've never had problems with it in the past. Is this just for this launch, or for all launches - if it affects all launches, there could be serious issues with anything launching from Baikonur.

You have to remember that this launch is managed by private company (Kosmotras). Even for the Russian Government negotiations on drop zones were very difficult and here there is a smell of private money all around negotiation table...

Kosmotras have launched from Baikonur. So have Starsem, ILS and Land Launch. I'm sure some of them have dropped stages in Kazakhstan.

This is the first launch from Dombarisky that will drop the first stage in Kazakhstan, and the part of the Kazakhstan where the stage will drop has never previously been used as a drop zone. Typically, SSO Dnepr launches from Baikonur drop the first stage in Turkmenistan.

Understood that Genesis I and Genesis II had been launched from Dombarovskiy since two and one year ago respectively. As the specific inclination of 65 degree, what should be the first stage drop zone area for Genesis cases? Seem like still in Kazas but different zone? If true, why not applicable for THEOS .. Just my wondering :)

You literally have it backwards. 65 degrees is a posigrade orbit, meaning that the spacecraft is traveling eastwards. Therefore, the lower stages would drop eastwards from the launch site. Since mission planners don't want to drop stages in China, one has to assume that the launch was to a northeasterly azimuth, and therefore the lower stages would drop over Siberia.

On the other hand, THEOS is to be launched to a 98, retrograde orbit.

According to http://www.vesti.ru/doc.html?id=200154 the launch likely will be in the end of August if there will be agreement between Kosmotras and Kazkosmos about the using of Kazakhstan territory as the impact zone for the first stage of Dnepr rocket.

According to http://arms-tass.su/?page=article&aid=59287&cid=125 the head of Roskosmos Anatoliy Perminov said that THEOS satellite will be launched till the end of 2008.

According to verbal the sources, after the successfull launch of Rapideye from Baikonur, EADS Astrium, ISC Kosmotras and Thailand MICT aggreed to move the satellite from Yasny to Baikonur to launch at the end of 2008. Moving operation expected to take some 3 months.

But this time the question is; if Theos moved to Baikonur, what will happen to Dubaisat and UK-DMC2 and others? :)

I think, that all this commercial launching from Yasniy(Dombrovskiy) in south direction was some kind of dark business from Kosmotras and RVSN side. Why they thought, that someone gift them new "fall areas" in Kazakhstan and Uzbekistan, if old "fall areas" (for Proton) in Kazakhstan having troubles and shrinking every year?! What they could offer for Kazakhs? :)

The problem is not a launch window but the drop zone. If Kazak, Turkmen and Uzbek Governements provide necessary permissions, ISCK may try launch attempt any time. They do not have to wait until the end of September. Rocket and satellite are fuelled, battary of THEOS is charged.

So, I assume we should expect a transfer operation from Yasny to Baikonur.

According to Novosti kosmonavtiki forum, the launch is currently scheduled for September 30th (the backup date is October 1).

I was told that the launch time is 06:37[:16] UTC (I am not sure about seconds).
