The launch will be from Dombarovskiy. The impact zone for the first stage of Dnepr rocket will be in Mangistau region of Kazakhstan. Instead of Uzbekistan.

Looking at a map, I don't see how the Dnepr can fly to a 98 degree orbit and leave the first stage in that part of Kazakhstan, far to the west of Dombarovskiy.

According to http://kz-today.kz/index.php?lang=rus&uin=1138536794&chapter=1153446755 and http://kz-today.kz/index.php?lang=rus&uin=1138536794&chapter=1153446760 the impact zone for the first stage of Dnepr rocket will be in 177 km east of Senek village, close to the border with Uzbekistan.

According to Novosti kosmonavtiki forum, the preliminary launch date is July 25

According to to-day's Bangkok Post, launch is now planned for September

The ground track plot now begs the question as to why Kosmotras was trying to get permission from Uzbekhistan in the first place, if a 98 degree orbit leaves the 1st stage in Kazakhstan.

"MOSCOW, July 14 (Xinhua) -- Russia is to launch a carrying rocket on Wednesday [on July 16??? - anik] to send into orbit a Thai satellite for Earth observation, local media reported on Monday.

The Dnepr, a satellite carrier modified from an intercontinental ballistic missile, will blast off from the Dombarovsky missile launching site in Russia's Ural mountains region with the THEOS (Thailand Earth Observation System) satellite atop.

"We are on schedule. The cone with THEOS has been attached to the rocket. The rocket will soon be filled with fuel," Interfax cited a space center source"

The launch has been postponed to August 5 according to an item posted on Novosti kosmonavtiki forum on July 24.

EADS website, 5th August:

"The launch of the THEOS (Thailand Earth Observation System) satellite, planned for 6 August, has been delayed. The new launch date will be communicated as soon as it is confirmed."

Was wondering what happened to this one, thanks.

Rumors from Novosti Kosmonavtiki forum is that there are unresolved issues with Kazakhstan (or Uzbekistan) regarding areas for rocket debris fall. And the rocket and satellite sit fueled at the launch pad.

Why normally fuel filled activity would happen just before launch? Could anybody advice the impact of staying on launch pad for long time with fuel filled?

In this case probably none. The Dnepr is a nearly unmodified R-36M ICBM, which is designed to sit fueled for years in its Silo.
