Yes, I think they have to swap the tether every now and then if they get too far away from where they first attached it. But probably when they are making the swap, they just secure themselves with shorter tethers in the way, or just are a bit more careful. As ShuttleDiscovery says, they have SAFERs just in case.

Moving with the PDGF ("transfer, go, on...")

As for the yet-to-be-completed tasks, per the first page of the post:

? Node 2 Outfitting: EV1 installs handrails, WIFs, gap spanners, and trunnion covers;
and removes CBM pip pins and petal restraints. EV1 continues until EV3 is complete
with S1 SFU config, MBSU jumper reconfig, and RPCM R&R. Then both begin PDGF
install.
? RPCM S04B-C R&R: EV3 removes the failed RPCM, unstows the new RPCM from its
ORU bag, and installs the new RPCM. The failed RPCM is brought back in the airlock in
the same ORU bag.
? PDGF Install on Node 2: Both EVs remove the PDGF from its temp stowed location
tethered to Node 2, and install the PDGF using EDFs and horseshoe connectors. This
task is required for Node 2 relocation to Lab Fwd.
? Node 2 Outfitting (cont): Once PDGF install is complete, both EVs finish Node 2
outfitting tasks that were not completed earlier.
? EVA Cleanup/Ingress: The crew translates back to the airlock, performs tool inventory,
ingresses the airlock, and closes the hatch.

Quick question: Do EVA 1, 2, ISS and NASA have to wait till each one speaks and finishes before they can hear one another for communications or can they hear each other at the same time?

Starting the head-back to Quest. They have some unfinished tasks, but considering the CETA and SARJ inspections, it's no wonder.
