quick thing why does EVA 4 have the ISS 16 crew whiston and malenchinko?sp doing it instead of the shuttle

It doesn't.  EVA 4 is Parazynski & Wheelock doing the T-RAD demo.  EVA 5 is Whitson & Malenchenko.  It's a pre-planned activity with the shuttle docked.
