That means CZ-3A series incoude CZ-3B.

This is not quite an accurate translation. It says final assembly of a new Long March 3B rocket is almost complete. This is the 1st rocket of the Long March 3A series (= 3A + 3B + 3C) to receive new improvements in payload capability and reliability.
