Title: Do Iran and North Korea have any high-profile SLV designers?

We're familiar with the fact that North Korea's space launch vehicles (Safir, Simorgh, Paektusan/Unha) owe their heritage to the Scud missile family, but is there available info about the designers of Iran and North Korea's SLVs?
