Title: atmospheric flight envelopes

In design of controllers for rockets you often see a plot of Dynamic pressure times angle of attack Vs. Mach number (Q.alpha Vs. M). From my understanding, it is desired that during flight this quantity stays within a given envelope to ensure structural integrity, but how do you define this envelope?
