Taiyuan to SSO. Seems to be like YG-33 and GF-10 of 2019. Or GF-12, even closer.

This is what the official CASC press release says, but we don't really have any information about these satellites, they are still a mystery.

Only few information about SY satellites are available. There are some indications that the military unit behind the SY series are the PLA Rocket Forces. Some of the earlier spacecraft appeared in connection with Anti Balistic Missile or Anti Satellite activities. CAS based Innovation Academy of Microsatellites (the producer of SY-13) allready provided in the past the SY-6 series (CX-3A) or other CX satellites which seem to support SY experiments.

It seems that Shiyan 13 is in one orbital plane with USA-245 (KH-11) and K2523.
May be not a coincidence.

Not so straightforward.
SY-13 has been maneuvering since Sep 15, probably aiming to match LTDN of USA 245.
Still no approach in a strict sense of word.
