Tim's site pulls data from what's in the LaunchLibrary database. What's in that database is often marked as the last day of the month, if there's no actual information available.

It seems like this rocket and the payload have been named after the game "Peace Elite" developed by Tencent. The videogame is some kind of war simulation game that supports VR, and the goal of Tencent is to offer a VR experience of the launch and to use the satellite to provide base map services for 3D simulation scenes inside the game.
People on 9ifly are suggesting in particular 8 May as launch date since on 8 May 2019 that game was released.

There is almost a week delay from the original dates, so... I would also expect the same now, the first release on September 27 and Resolution 02D for the first week of October. This is just my opinion though.
