It took me quite some time to figure our what that meant.
Looks like what the Russians are proposing is to either make the RD-0124 3rd stage engine restartable, or make it able to throttle to a lower thrust so that it can be tailored for LEO/SSO direct insertion missions. (http://novosti-kosmonavtiki.ru/forum/forum13/topic16510/)

It is a project with Kazakhstan and UAE and initial launches would be from 1/5.

Yes, this detail as well as some others make Soyuz-2M project Look quite similar to Proton Light and Proton Medium proposals. I'm afraid it's going to have the same fate.

I think the second option is the most likely.
