The second launch of BeiDou-3 GEO satellites.

A CZ-3B, with no YZ-1 upper stage, is assembled at XSLC.

I think it's LC 2.
That would be LC2 as LC3 has a crane on top of the adjacent service structure with no mobile service structure to assemble the rocket while LC2 uses the mobile service structure to assemble the rocket as seen in the above images. Also LC2 was used for the launch of the first BeiDou-3 GEO sat back in November of 2018.

Not yet, and looks like the launch was postponed. Don't know the reason.

Currently target for a launch in February.

As of this posting, there is at least one launch scheduled from either LC2 or 3, circa February 15 or 17.

As such, apparently this launch has been delayed into March.

In the province of Hunan (China), in the area of the Tanjiafang settlement, the administration issued a notification to the local population about the upcoming launch of the rocket and security measures. The launch of the Chang Zheng-3B launch vehicle from the Xichang cosmodrome is scheduled for March 9 at 19:55 Beijing time (11:55 UTC).

XICHANG, March 7 (Xinhua) -- China launched a new satellite of the BeiDou Navigation Satellite System (BDS) from the Xichang Satellite Launch Center in southwest China's Sichuan Province at 7:55 p.m. Monday (Beijing Time), only one step away from completing the whole global system.
The satellite, the 54th of the BeiDou family, was sent into a geostationary orbit as planned by a Long March-3B carrier rocket.
The satellite and the carrier rocket were developed by the China Academy of Space Technology (CAST) and the China Academy of Launch Vehicle Technology, respectively.
Monday's launch was the 327th mission of the Long March rocket series.

My educated guess based on previous population protect plans would be that it is a development test objective likely for its future guided landing system. The stripes are most likely for camera tracking of that boosters behaviour.

You could see the parachute on the top of the booster. It might be the test for parafoil recovery.

Beidou-3 GEO-2 satellite experienced a nozzle throat burn through during second orbit raising maneuver. Had to be
salvaged using smaller engines. Took them nearly 20 days - but was successful.
