According to Russian reports this launch has slipped to October 16 at 20:40 UTC - some say this is related to Turkish President Erdogan heading for Baikonur to see this launch.  ;)

The rumor is probably wrong - Anatoly Zak reports (http://www.russianspaceweb.com/2015.html) that the slip is caused by a failed overhead crane at the MIK that is required for moving the rocket onto the train transporter.

Kazakhstan: Fire reported at shopping facility in Baikonur
Overnight reporting identifies that a substantial fire has caused significant damage to a shopping facility in Baikonur on Wednesday. According to the Ministry of Emergency Situations of Russia, the blaze took until Thursday morning to fully extinguish. Details relating to the incident remain scarce, likely due to the state control of media in the country. Casualty numbers also remain undisclosed. Those with an interest in this incident should contact their relevant consular service for further details.

I don't think, that a fire in a shopping facility may cause the postponement of the launch  :-\ .  Baikonur is not only a cosmodrome, it's also a city.

There is usually some off to the sides but that's the most I remember seeing on the 'front' side that faces that camera. The ILS guy hesitated a second until it cleared the cloud to say liftoff.
  Edit: Seems like they've changed camera positions somewhat the last few launches at site 200/39, that may have something to do with the change.

Thanks.  I held my breath and my wife (not a space fan) mentioned to me "was that normal?".  I see from your screen shots there are some very large pieces flying off from the other side as well.

ILS PROTON SUCCESSFULLY LAUNCHES TURKSAT 4B FOR TURKSAT

Sixth Proton Launch of the Year; 91st ILS Proton Launch Overall

 

BAIKONUR COSMODROME, Kazakhstan, October 17, 2015– International Launch Services (ILS), a leader in providing mission integration and launch services to the global commercial satellite industry, successfully launched the TURKSAT 4B satellite into orbit today on an ILS Proton vehicle. The satellite was built by Mitsubishi Electric Corporation for Turksat Satellite Communication, Cable TV and Operation Inc. Co. (Turksat A.S.), one of the world’s leading operators in the satellite communication business. This was the 2nd Proton launch for both the satellite operator and the manufacturer; it was also the 6th Proton launch of the year.

 

The ILS Proton Breeze M vehicle launched from Pad 39 at the Baikonur Cosmodrome at 02:40 today local time (16 October 16:40 ET).  The first three stages of the Proton used a standard ascent profile to place the orbital unit (Breeze M upper stage and the TURKSAT 4B satellite) into a sub-orbital trajectory. From this point in the mission, the Breeze M performed planned mission maneuvers to advance the orbital unit first to a circular parking orbit, then to an intermediate orbit, followed by a transfer orbit, and finally to a geostationary transfer orbit. Separation of the TURKSAT 4B satellite occurred approximately 9 hours and 13 minutes after liftoff.

 

TURKSAT 4B will provide telecommunication and direct TV broadcasting services over a wide geographic region between west of China and east of England, spanning Turkey, as well as Europe, Central Asia, the Middle East and Africa. TURKSAT 4B is a multi-band satellite with an expected on-orbit maneuver lifespan of 30 years. The satellite will provide high flexibility of switchability and connectivity among different service areas to its customers.

The satellite weighed over 4.9 metric tons at liftoff and is the ninth satellite built on Mitsubishi Electric’s DS2000 platform, a fully proven modular platform with the flexibility to handle a broad range of payload applications.

This was the 91st ILS Proton Launch and the 407th launch for Proton overall since its maiden flight in 1965. The Proton Breeze M vehicle is developed and built by Khrunichev Research and Production Space Center of Moscow, one of the mainstays of the space industry and majority shareholder in ILS.

It means they got confused. The first two elsets for 40986 are as expected but the most recent one is actually
an elset for 40984.

Well, according to Khrunichev the expected orbit for Briz-M APT was to be:
352 x 21670 km x 49.3° with an argument of perigee of 356°
and as mentionned above the first elset for 60C gives a very close orbit:
357 x 21677 km x 49.36° with an argument of perigee of 355.58°

You're right, the original elset for the Turksat 4A tank was for a higher orbit, but then it was altered to one similar to the Turksat 4B early elsets.

In general, at least for commercial Proton-M/Briz-M launches, the more massive the PL is at separation, the lower the orbit the APT is jettisoned into, because the Briz-M uses its fuel faster, the APT is depleted sooner, and tossed off earlier.  Turksat-4B is supposed to have slightly more mass than Turksat-4A (4,924 kg v 4,850 kg), and it has an apogee height that is ~570 km lower.  For extremely 'light' payloads, the 3rd and 4th Briz-M burns are combined into a single burn, and the APT has an apogee height at GEO altitude.
