Since a PSLV was recently launched from FLP, assuming a minimum preparation/LV assembly time of 3 months..and factoring in one or maybe 2 months overhead...the earliest the launch could be end of October.

We don't know for sure, because this is the first time ISRO has taken up such a tight schedule of launches and missions.

Before 1D, the GSLV-MKIII test launch is likely. ISRO chief said in 45 days which will be early December ..., unless postponed. I think it will use the second launch pad. So first will be available for launch by end of December or early Jan '15

ISRO chairman said that the PSLV-C26 was assembled in 60 days at SDSC SHAR (around 01:14:05 mark here (http://www.youtube.com/watch?v=Oc-DCCwrNjU)). Since PSLV-C26 used FLP, I guess it occupied launch pad for 60 days. And, from a news article (http://www.thehindubusinessline.com/industry-and-economy/isros-2nd-space-port-to-be-a-polar-shift/article2455936.ece), we have:
Before every satellite is sent up, the launch pad needs a 45-day pre-launch ‘campaign' and a 15-day post-launch refurbishing of burnt-out systems.

Launch of PSLV-C27 with IRNSS-1D postponed
The launch of India’s fourth Navigation Satellite IRNSS-1D onboard PSLV-C27 was originally scheduled for March 09, 2015 from Satish Dhawan Space Centre, Sriharikota. During the integrated electrical checks of Launch Vehicle along with Satellite after the closure of heat shield on March 03, 2015, an anomaly was observed in one of the telemetry transmitters of the Satellite. In order to resolve the technical anomaly through further test, simulation and analysis, the launch of PSLV-C27 with IRNSS-1D has been postponed.

Now the satellite has to be dismounted from the Polar Satellite Launch Vehicle-27 rocket and moved back to its testing location where it will be rectified.

The Indian space agency is hoping to mate the country's fourth regional navigation satellite around March 19, after replacing a faulty transmitter on Monday, said a senior official.
"The new transmitter is expected to be fixed in the satellite and tested. Then the fully assembled satellite will be mated with the rocket," M.Y.S. Prasad, director of Satish Dhawan Space Centre (SDSC) told IANS over phone.
The transmitter from Isro Satellite Centre, located in Bangalore and that is part of Indian Space Research Organisation (Isro), reached SDSC on Sunday.
After mating the satellite with the rocket, a full system check would be carried out and then the rocket launch date would be fixed.

2015 is a very critical year, to have a minimum of 5 more missions this year.
3 more PSLVs, the GLSV-D6 with the indigenous cryo engine (CUS-25?), and... <drum roll> RLV-TD!
Confident on ability to deliver. Says that 1/3rd of all staff at all ISRO centres comprise the youth, and comments on the energy they bring.

I could not travel to Sriharikota this time and had to witness the launch of PSLV C27 from Chennai. Chennai is about 80 kms from the launch pad at Sriharikota. All the pics were taken through my ED80 telescope and Canon 500D. But the good thing was that for the first time I was able to catch the 2nd stage ignition. Normally this gets hidden when viewing from SHAR since we are viewing the launch from behind the rocket path. Chennai gets an almost broadside view.

They could have a single team that works sequentially on testing, preparation and integration. Then you have the LEOP and commissioning that's also better done sequentially. Why double the teams for just 7 birds?

From the "Indian Launch Schedule" thread , the remaining PSLV launches this year are:
June - PSLV C28 - 3 DMC3(UK)
- PSLV(XL) C29 - IRNSS-1E
Q4 - PSLV (XL) C34 SLP- AstroSat-1 + LAPAN-A2 (Indon.) + TeLEOS-1(Sing.) + SkySat#
of these the DMC3(UK) and the LAPAN-A2 etc launches earn revenue.

Reasons cud be:
1. As pointed out by Baldusi .. There IS one team ( we can see same faces in every PSLV launch video manning same consoles .. except payload specialists )
2. Only 2 Launch assembly facilities hinder back to back launches in a very short period
3. Surely third party launches can't be sidelined for own 'secondary' missions .. Sky will not fall if IRNSS system is not up in immediate future.
4. IRNSS has a totally different orbit so they can neither be clubbed with Polar nor with 'PSLV launched GSO' payloads. They call for dedicated launch.

Just to add in my guess, maybe there was a bit of pressure from the military/security establishment to have a minimum working independent navigation system ASAP for their needs. Perhaps that has been achieved with this launch..

Current GSO comm birds have what, 10 year of expected life? That would require the replacement of IRNSS-1A by 2023, probably ready by 2020. If the last bird is IRNSS-1G and goes up by 2017, they will probably be working on the second version for straight replacement.

IRNSS-1D post launch update: Station acquisition manoeuvres for IRNSS 1D were successfully carried out.
The health of IRNSS-1D spacecraft is normal.
Station acquisition manoeuvres for IRNSS 1D were successfully carried out. The performance is nominal. IRNSS-1D has been positioned at its assigned orbital slot of 111.75 deg E. The orbital period is 23 hr 55 min 59 sec. In Orbit Testing of the satellite is in progress.
