No, it is a Russian military communications satellite which is operated by the Russian Space Forces  ;).

"nformation on the spacecraft from Tsenki (in Russian)

Possible this is not correct.
The shown image of this satellite is the same, als I built in 1/48 scale (rapid-prototyping-method), and shows the known Raduga-satellite.

Raduga-M must have be a differerent appearance and technics.

Yes, apparently Tsenki has just reproduced data from Raduga-1 description from ISS Reshetnev (http://www.iss-reshetnev.ru/?cid=geoca&caid=24)
A different design for Raduga-1M appears on the last page of ISS Reshetnev review ("Sibirskii Sputnik (http://www.iss-reshetnev.ru/images/File/newspaper/2012/327.pdf)") dated December 4, 2012  (see below) - it seems similar to Express-AM platform

Practically just  about every time they get ready to launch it a Proton fails before its launch. The other times involved the SC and its manufacturing and eventually its reprocessing. That is my understanding of this SC's fate.

P.S.: Preparation of the last Raduga-1M satellite on Baikonur cosmodrome is going according to schedule.

Third Raduga-1M built by ISS Reshetnev
Platform: Kaur-4 /MSS-767 (same as Sesat and Express-AM) See page 11 of Stan's pdf ("PM-7 satellite bus")
Total satellite mass: 2600 kg (per Stan's source)
Payload for military/government communications tentatively includes C, X and L bands
A color picture of the spacecraft was posted upthread (http://forum.nasaspaceflight.com/index.php?topic=32671.msg1111159#msg1111159)

Radugas do not get Kosmos designation at all. Raduga-1M #1 was erroneously reported to be named  Kosmos-2434, but this report was corrected shortly afterwards. Except from this, no Raduga was ever designated Kosmos.

This is consistent with the 2010 launch and suggests a 4-burn, not 5-burn, profile is being used:

 - burn 1 to  170 x 170 km
 - burn 2 to 270 x 5000 km
 - burn 3 to 400 x 35600 km, followed by DTB  (APT) separation
  - burn 4 to GEO

When 5 burns are used, DTB is usually in a lower apogee orbit.

However, the transfer inclination is 48.6 deg instead of 46.5 deg used in 2010.
The 2007 launch used a 5 burn profile (with DTB in 17660 km apogee orbit) and a 49 deg transfer orbit.
So, each of the Raduga-1M/Briz launches to date has used a different profile!

Interesting statement that the payload has L, C, X and Ka-band. I don't think I've seen this information on Raduga-1M
before

Ah. Your Wikipedia is better than our Wikipedia! :-)

This is consistent with the 2010 launch and suggests a 4-burn, not 5-burn, profile is being used

Yes, four burns:

"Дальнейшее выведение космического аппарата на целевую орбиту будет осуществляться с помощью четырех включений двигателей разгонного блока "Бриз-М". Ожидается, что на это уйдет девять часов", - сообщил "Интерфаксу-АВН" официальный представитель управления пресс-службы и информации Минобороны по войскам ВКО полковник Дмитрий Зенин.

Perigee of the DTB/APT transfer orbit was at 0325 UTC, which is right on the expected timeline by comparison with the 2010 launch. Apogee is at 0840 UTC, 7 min before spacecraft separation, a good time for the final burn.

From Russian wikipedia on Raduga-1M
Quote
Также на борту устанавливалась аппаратура для работы в Ka-диапазоне, а также в диапазоне миллиметровых волн (ретрансляторы «Тор» с частотой 20, 42, 44 ГГц).
In military communications context, these frequencies are usualy referred to as "EHF band" rather than "Ka band"

Still no TLEs at this time for the S/C and Briz-M

Here we are!

Object A: 39375/2013-062A in 34375 x 36211 km x 0.128° (epoch Nov 12, 1432UTC)  (presumably the S/C)
Object B: 39376/2013-0162B in 33000 x 35142 km x 0.172° (epoch Nov 12, 1432UTC) (presumably Briz-M)

Comparing the achieved injection orbits of Raduga-1M#2 and Raduga-1M#3, it seems that the latter was more inclined and less circular:

Raduga-1M#2: 5 hours after separation from Briz-M was in quasi circular GEO orbit: 35772 x 35797 km x 0.07°
Raduga-1M#3: ~6 hours after separation from Briz-M was in a more elliptical orbit: 34375 x 36211 km x 0.128°

Did I read correctly that ground control has completely lost all telemetry link with the Briz-M for the full duration of its flight (till S/C sep.) (http://novosti-kosmonavtiki.ru/forum/messages/forum12/topic13851/message1157579/)!?  :o

Yeah, I was kinda surprised as to how come a federal Briz-M mission has gone so flawlessly. Looks like the Briz-M did its "thing" afterall.

Confirmation from Khrunichev that there was a telemetry problem:
