I was looking through the capabilities of india's rockets and i was surprised to find out that PSLV actually has a LEO orbit capability of 3.8 ton. I'm confused because ISRO says that it needs GSLV to pursue human space flight but as i see it the first few test flights of ISRO's space capsule could be done on a PSLV, if the capsule it downsized in the future then humans could be launched on PSLV as well. There is no need for GSLV Mk-3 for the foreseeable future, so why dosen't ISRO just begin testing components for HSP program on PSLV instead of waiting for GSLV MK-3

because PSLV can only carry gemini type spacecrafts which in todays era would serve no purpose.

The previous plans were to use PSLV to launch the first Indian-launched astronauts to LEO - valid as recently as a couple of years ago - but delays in the progress of human spaceflight development have meant that GSLV-Mk3 will be ready by the time the rest of the HSF program is.

PSLV?? do you have any links?
AFAIK, PSLV was never considered for HSP. Initial plan was to use GSLV mk2. There was a plan to launch HSP capsule on PSLV to record inflight data, in orbit performance and return data.
