МКК «Космотрас» начинает подготовку к проведению пусковой кампании КА «КомпСат-5».
Космическая головная часть (КГЧ) доставлена на базу подготовки космических аппаратов «Ясный». Доставка ракеты и ее подготовка к запуску запланирована на середину июня. Доставка КА и НВО намечена на 8-11 июля. Планируемая дата пуска - 22 августа 2013г. МКК «Космотрас» будет в дальнейшем информировать о ходе работ по подготовке к запуску.

KompSat-5 Launch Campaign

ISC Kosmotras is commencing preparations for KompSat-5 launch campaign. The Space Head Module (SHM) is already delivered to Yasny launch base. The launch vehicle is expected to be shipped and processed for launch in mid-June. The satellite and its ground support equipment are planned to be shipped during 8-11 July. The target launch date is August 22, 2013. ISC Kosmotras will be posting updates on the progress of the launch preparation activities.

11 июля 2013г. космический аппарат «КомпСат-5» и его наземное вспомогательное оборудование были доставлены на базу подготовки космических аппаратов «Ясный». Воздушная перевозка выполнялась авиакомпанией «Полет» по договору с МКК «Космотрас» воздушным судном АН-124-100 «Руслан» по маршруту из аэропорта Incheon (Южная Корея) на аэродром г. Орск. Из аэропорта г. Орск на базу подготовки космических аппаратов «Ясный» КА и НВО были доставлены автомобильным транспортом. Специалисты КАРИ и их подрядчики приступили к подготовке КА в соответствии с планом подготовки космического аппарата. Параллельно с работами по подготовке космического аппарата ведется подготовка РН к запуску. В настоящее время ракета установлена в шахту и успешно прошла входной контроль. КГЧ находится в чистой зоне МИКа и также успешно прошла электрические проверки.

KompSat-5 and GSE Arrived at Yasny Launch Base

On July 11, 2013 KompSat-5 satellite and its GSE arrived at Yasny launch base. SC/GSE delivery was performed by Antonov-124-100 Ruslan aircraft under ISC Kosmotras contract with Polet air shipping company. The plane airlifted the cargo from Incheon airport, Republic of Korea to Orsk, Russia. From Orsk airport the SC and GSE were transported by road to Assembly Integration and Test Building (AITB) of Yasny launch base. KARI team with their associates have begun SC processing as per their SC Operations Schedule. In parallel with the SC/GSE operations, the rocket is being prepared for launch. To date, the LV has been installed in the launch silo and successfully passed post-shipment inspection and electrical checkout. The SHM is in the AITB cleanroom and has successfully passed electrical tests as well.

На Базе подготовки космических аппаратов «Ясный» продолжаются работы по подготовке КА «КомпСат-5» к запуску. На сегодняшний день космический аппарат успешно прошел автономные проверки и в настоящее время проводится его подготовка к заправке топливом, которая запланирована на следующую неделю. Ракета-носитель также прошла весь необходимый объем электрических проверок и испытаний и находится в готовности к заправке. Ниже приведены фотографии работ с КА и КГЧ в чистовой зоне МИКа.

Status of KopmSat-5 Preparation for Launch

KompSat-5 launch preparation activities are in progress at Yasny launch base. To date, the satellite has successfully passed standalone checkout and testing and is currently being readied for propellant loading scheduled for the next week. The launch vehicle has also passed all necessary scope of electrical checkout and testing and is now ready for fueling. Below are the photographs of operations with SC and SHM in AITB clean rooms.

KOMPSAT-5 INTEGRATION
KOMPSAT-5/Dnepr Space Head Module integration was completed in the Yasny Launch Base AITB on August 13, 2013. On August 16, 2013, the SHM with KOMPSAT-5 satellite was transported to the launch pad and mated with the launch vehicle. The final checkout and tests of the launch vehicle with KOMPSAT-5 satellite are presently in progress. The launch is scheduled for August 22, 2013 at 18:39 Moscow time (14:39 UTC)

Ukraine and Russia are preparing a meeting of their interagency commission as part of the August 22 launch of a Dnepr rocket carrying South Korea's KompSat-5 spacecraft from the Yasny launch site (Orenburg region, Russia).
A source from the rocket and space industry told Interfax-Ukraine that a meeting of a bilateral interagency commission, which will focus on the resumption of commercial launches of small satellites with the help of the Dnepr rocket, is scheduled for August 20-24 in Russia.

Not that I can find. Apparently the only time there's a webcast for a launch out of Dombarovskiy (http://forum.nasaspaceflight.com/index.php?topic=20881.0) (best known as the launch site for Bigelow's Genesis I & II) there aren't any live views at the launch site, so I won't presume there's one anyway.

Well I found a report from Yonhap (http://english.yonhapnews.co.kr/business/2013/08/21/39/0504000000AEN20130821000300320F.html) that gives 14:39 UTC....
It also gives the following timeline:

YASNY, Russia, Aug. 22 (Yonhap) -- South Korea's new multipurpose satellite was launched successfully from a launch base in Yasny, Russia, on Thursday, officials said.
"The launch vehicle successfully deployed the satellite at approximately 15 minutes after its launch from the Yasny launch base," Lee Sang-ryool, an official from the Korea Aerospace Research Institute (KARI), told reporters.

Interesting and puzzling that a radar satellite is being put in a sun-synchronous orbit ideal for optical satellites. Do the dawn and dusk passes give a hint if they're intended to give "looks" before and after daylight visible passes to look for change, possible deception, etc? ???

YASNY, Russia, Aug. 22 (Yonhap) -- South Korea's new multipurpose satellite sent beacon signals to a ground station in Antarctica after its launch from Yasny, Russia on Thursday, indicating that the satellite successfully reached its target altitude and orbit, officials here said.
The Korea Multipurpose Satellite-5 (KOMSAT-5) was launched at 8:39 p.m. (11:39 p.m. Korean time) from Russia's Yasny launch base, located some 1,800 kilometers southeast of Moscow.
"The launch vehicle successfully deployed the satellite at approximately 15 minutes after its launch from the Yasny launch base," Lee Sang-ryool, an official from the Korea Aerospace Research Institute (KARI) in charge of the KOMSAT-5 program, told reporters earlier.
"Troll Satellite Station in Antarctica received beacon signals from KOMSAT-5 32 minutes after its launch," Lee said.
Beacon signals from the satellite will again be picked up by the Svalbard Satellite Station in Norway at around 10:06 p.m., further indicating the successful deployment of the satellite into its target orbit, according to KARI officials.
Whether the satellite was successfully deployed and is functioning properly will be verified later when the satellite makes a radio contact with South Korea's ground station in Daejeon at 2:35 a.m. Friday, or five hours and 56 minutes after the launch, they said.
The satellite, also known as the Arirang 5, was sent into space using Russia's Dnepr, a space launch vehicle converted from Russia's Soviet-era intercontinental ballistic missile.
KOMSAT-5 is South Korea's fourth multipurpose satellite, but it is the first with synthetic aperture radar with a 1-meter resolution, which will allow observation of the Earth's surface, especially the Korean Peninsula, regardless of weather conditions.
It will circle the Earth 15 times a day in the sun-synchronous orbit, or dawn-to-dusk orbit, for the next five years.

SUCCESSFUL LAUNCH OF KOMPSAT-5
The launch of KOMPSAT-5 satellite was successfully performed by RS-20 rocket (Dnepr Launch Vehicle) from Yasny Launch Base, Orenburg region, Russia, on August 22, 2013 at 18:39:13 Moscow time 14:39:13 UTC).
The launch was executed by the Russian Strategic Rocket Forces of the Russian Ministry of Defense with the support of the Russian and Ukrainian companies, which are part of the ISC Kosmotras industrial team.
The satellite has been injected into its target 550 km circular low Earth dawn-dusk orbit.
KOMPSAT-5 has been designed and built by Korea Aerospace Research Institute (KARI), a government-funded research organization located in Daejeon, South Korea.
The satellite utilizes a modular design consisting of Payload Module, Avionics Module and Propulsion module (designed to operate with monopropellant hydrazine and gaseous nitrogen). The main payload of the satellite is COSI (COrea SAR Instrument) operating in X-band, and the secondary payload is AOPOD (Atmosphere Occultation and Precision Orbit Determination), which is composed of a dual frequency GPS receiver and a Laser Retro-Reflector Array (LRRA).
Following necessary in-orbit tests, KOMPSAT-5 will conduct all-weather day-and-night repetitive observations of Earth surface, in particular, of Korean Peninsula, for five (5) years.
KOMPSAT-5 primary mission is to provide High Resolution mode SAR images of one (1) m resolution, Standard mode SAR images of three (3) m resolution, and Wide Swath mode SAR images of twenty (20) m resolution.
KOMPSAT-5 will provide the collected data to the KOMPSAT-5 Ground Segment located at KARI’s site in Daejeon, South Korea, which supports SAR image processing.

That was a very good article, very informative especially the fact that the upper stage goes backwards.

The third stage has now been cataloged in a 541 x 1210 km orbit - as usual
with Dnepr launches, a much higher apogee than the payload because of the backwards separation.
It was cataloged as 39229, and then they swapped 39228 and 39229, so now it is 39228.

14:39:13 is time of readiness of inertially stabilized platform, 14:39:20 is time of beginning of rocket's move inside silo.
