Oh no, the world is ending!! ::) I'm not and engineer nor a space expert, but if you take a closer look at the "article" it's just a collection of generic data and a couple of personal opinions.
I bet the Indians will get it right, eventually.

It is hard to know whether India is doing better or worse than can be expected from its space segment, given its status as a developing nation.
