It will be a successor of Zhongxing-5D, which was launched in 2010 (http://www.chinasatcom.com/cn/News_Info.aspx?m=20101221173706030603&n=20110321091418060015).

ChinaSat 15 will be launched In 2014 and replace ChinaSat 5D. ChinaSat 15 is designed to serve the demands of communication, satellite broadcasting, data transmission, digital broadband multimedia system and media streaming services in Africa, parts of Europe, the Middle East and central Asia.

I've got confirmation from Belintersat: Some of the transponder capacity of BelinterSat 1 has been sold to China Satcom and will be marketed under the brand ChinaSat-15 or ZX-15.
